When downloading one of the list archives from mail.gnu.org the file is in
plain text format containing the message headers and contents of all of the
messages that have been sent to that list.
What is the best way to open this file with GNU Emacs?
Is there a mode that allows you to hide the message headers, navigate
between messages using a list, and search for and display individual
messages?

C-u M-x rmail RET filename RET

Yes, the above command does all that. Read the chapter about RMAIL in
the Emacs user manual, it has the details.

How about M-x vm-visit-folder?
