How to request diffs for certain files?

I'd like to be notified when Tramp is changed in the Emacs
repository.  I vaguely recall that Emacs has a special way to do
this.  How do I find out how it works?

I could explain it to you (and even set it up), but I'm terribly busy at

You can set a watch; try

    cvs --help watch
