It depends on the names under which you distribute the new-orthography German dictionaries. The problem seems to be that there is no single file name for those dictionaries, so the Emacs distribution have chosen the safe alternative, but that alternative sometimes fails. It's possible that you can come up with a better alternative tailored for Debian distributions. In other words, the answer is lurking inside the Debian distribution of Ispell.
