I'm having difficulty running any commands such as latex, dvi preview, etc.
through Emacs. I've also noticed that I can't run a shell (M-x shell). I've
searched the internet and have discovered that other people have had similar
problems about a year and half ago. Is there a solution?

Not directly related to your question but, assuming your Emacs
installation doesn't have problems, this may work for you:
