Hi all,
I am using Ubuntu 18.04 and have two monitors. I notice that some other GTK
applications like gnome-terminal can detect which monitor my mouse pointer is
currently in when launching, and launch to that monitor when I press the
corresponding gnome-shell hotkey. Can I achieve the same effect with Emacs?

My guess is that it is a window manager feature. Emacs starts where the
window manager tells it to start.
On KDE, by default Emacs (and all other applications, unless configured
otherwise on KDE settings) starts on the screen that has the focus.
