reftex seems to visit .rel files in a way that makes them appear in  
the `recentf' file list.
E.g. when the .rel file is loaded (or created?) when I do C-c ), it  
will appear in the file list.

I think reftex should load / create the file without actually  
visiting it. The user shouldn't be bothered with a .rel file.
