That site looks like a good approach to me, but we should beware of trying to make it "complete", because that would make it so many questions thta it would overload beginners, and even not-quite-beginners. It needs to selectively show only fairly important options. It should limit itself to things that are part of Emacs: core and GNU ELPA.
