It is not defined for services. Since github is a service, not a software package, it is misleading to describe it as "free" or "nonfree". The reason behind this is that the moral issues of how a service treats users are much more complex than those of how a software package treats its users. With a software package, if it is free, users can collaborate to change itt in any way. By contrast, it is never possible for the users of a service to modify that service. We know of various ways a service can treat users unjustly -- we call them "dis-services". But we don't have a complete list of them. We do have a list of them specifically for repo sites.
