Did the developer agree to maintain it so that it continues to follow the NonGNU ELPA rules? There are two ways to put a package into NonGNU ELPA. One updates automatically from the developer's repo -- that we can use if the developer agrees to maintain it in accord with the NonGNU ELPA rules. The other requires us to look at each new version and manually copy it into NonGNU ELPA.
