If so, then you ask to talk with the manager. After that, you ask to
talk with whoever is in charge of admissions.
Just because winning freedom is not easy, that doesn't mean we should
give up at the first hurdle.
By the way, in the 1970s university admissions didn't give students
(let alone prospective students) email accounts.
