Without people to do that, and explain how they affect our decisions, there is a danger that the list will fill up with people who don't value our principles and goals, perhaps because they don't know about them, and who will try to make decisions about what we should do based the goals and non-principles most people have about software. We can't ask the Emacs maintainers to do this, because they are already busy and we can't load then further.
