That is unfair to both the person contributing the package, but also to future maintainers the package who would expect that since ELPA is part Emacs, one could just put that code into Emacs at some point. Now they have to find any previous contributors, get them assign copyright, or in the worst case -- rewrite the code. Compare this to the minor inconvience of getting a nice set of GNU stickers.
