That file does not tell us how the code is licensed. It could be under GPL version 3 only, or GPL version 3-or-later. This is a crucial question. MAYBE something else in the package will say. Or maybe not. The proper way to use the GPL is to put a license notice in each source file, which would give the answer to this question.
