This seems to be an instance of a common misunderstanding. Many people think that "open source" (why capitalize it?) means "not the GPL. In fact, all free software licenses we know about are open source licenses. And all the commonly used open source licenses are free software licenses. Unfortunately, the rest of your message is pervasively based on this misunderstanding, so I can't follow it. I can only say that we never proposed to "prohibit" people from writing other compilers.
