AFAICS, setupcon is a shell script that invokes either consolechars or setfont (whichever it finds), and then invokes kbd_mode to set up the keyboard input as well. If you have those programs, you just need to steal the script from somewhere. (Caveat: I know absolutely nothing about this issue.)
