    IIUC it's because the expectation is that it's not run very often and
    that current machines are fast enough to make it bearable, the advantage
    being that when you "aptitude upgrade" you won't waste your time
    wondering why configure does not notice that your libjpeg62 doesn't
    exist any more and how to coerce configure into doing its job
