The origin of the problem can be so diverse that it'll be difficult to come up with instrcutions that will be useful and will not confuse a significant part of the user population. How about: It's possible Emacs guessed the wrong coding system to decode the file. [advice on how to check that, and how to specify a different coding system] If these strange characters are due to bad data in a file you visited, just try not to let them worry you. If you think they appeared due to a bug in Emacs, please send a bug report using M-x report-emacs-bug. If they appear for some other reason not mentioned above, please consider its absence from this message to be a bug in Emacs, and please send a bug report using M-x report-emacs-bug.
