Ah! I think I found what is the problem. Perhaps the
problem is these fonts:
/usr/share/fonts/X11/misc/12x13ja.pcf.gz
/usr/share/fonts/X11/misc/18x18ja.pcf.gz
Don't you have them?
I'm now working on how to distinguish them from the other
-misc-fixed-*-iso10646-1 fonts in ftfont.c.
