I can't reproduce this with latest CVS. Maybe something in your init file is changed from the default? Does it happen for you with `emacs -Q'? It does fail with `emacs -Q'. I just fetched the latest sources and rebuilt. The failure has now changed: the second C-p does not move the cursor. That was with `emacs -Q'.
