It doesn't matter if it comes from a file: if the user redirects stdin to a file, she ought to know that the file should be encoded the same as keyboard input. We could say that, but is it the right thing to say? It seems to me that input which isn't coming specifically "from a terminal" should not get the special treatment for input coming specifically "from a terminal".
