      We have to make it clear whether
    preloading lisp/term/*-win.el is the right thing in the first place
    and for what reason if so.  As far as I know, no one has explained
    that so far.

These files should not be preloaded.
The whole reason for their existence is to contain
things to be loaded only if necessary at run time.

Whatever code needs to be preloaded should be elsewhere.
