Patch to make 2 tcl.el variables safe

Patch to make 2 tcl.el variables safe

I happened to notice that tcl-indent-level and
tcl-continued-indent-level are not marked as safe local variables.
It seems reasonable to allow this, so that indentation can
be controlled per-file.  Patch appended.
