RMS and many others are not going to go to a Web site when they lack the
time even to read the emacs-devel mailing list thoroughly. You are
excluding yourself by not posting your proposal.
Indeed, for many (including me, as it happens) going to a Web site is
sometimes difficult and time consuming, sometimes illegal, and sometimes
impossible.
You may have different experiences, but it is worth remembering
others'.
