You could say "it lets you search incrementally", but that doesn't help. That doesn't help because all it does is reshuffle the same words. But if you say, "You enter the search string interactively, and searching occurs as you enter it", that is a useful answer to the question. It does not describe all the details, but it does describe isearch overall. This is possible because incremental search really is a single feature, with a coherent overall purpose. It appears that Icicles is not a single feature, but rather a collection of features.
