I think we need to make non-trivial design decisions. (Where do messages go when there are no frames? How to recover when someone accidentally calls server-stop?) I think messages should be put in *Messages*, only. A frameless Emacs job with no server running is a lot like batch mode, so why worry about it? So if the code in your frameless Emacs calls server-stop, either you wanted that and you leave it running, or you didn't want that and you kill it.
