Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I opened a file with the following contents (a mix of Latin and Latvian
alphabets in UTF8):
aābcčdeēfgģhiījkķlļmnņoōpqrŗsštuūvwxyzž
AĀBCČDEĒFGĢHIĪJKĶLĻMNŅOŌPQRŖSŠTUŪVWXYZŽ
Then I switched to hexl-mode to look at it and tried to move to the
end of the file using the keyboard. The last two lines are unreachable
this way, because hexl-mode thinks the cursor is out of hexl-mode region.
Positioning it there by mouse works, though.
