The contents of the file indicate that the file is of type "JPEG image". If you open this file, the file might present a security risk to your system. A "safety feature" that can be bypassed by simply giving the file a different name such as "foo.jpg" is not reliable. It provides only an appearance of safety. If there is a real danger from some type of image file, the only way to be safe is not to display those images.
