It is surely a bug. Fsit_for should be using
minibuffer-message-timeout,
but it just uses 2 for 2 seconds (which you observered).
In GNU Emacs 22.0.50.1 (i386-mingw-nt5.1.2600)
of 2005-06-26 on NONIQPC
X server distributor `Microsoft Corp.', version 5.1.2600
configured using `configure --with-gcc (3.3) --cflags
