Isn't that more or less the job of lisp/emacs-lisp/authors.el?
Presumably if no more contributors are expected for the release, it
would be used to update AUTHORS, and then one would go from there?

It already has most of the machinery in place -- 

There are basically two things left to do:
- make it sort on last name rather than first name.
- make it output TeX rather than plain text for the names.

Is there a criteria for (in|ex)clusion in the list in emacs.texi?

The program is fine for updating AUTHORS, but the two lists
of people in the manual are meant for human readers and they
need to be written properly by hand.

We include people who have contributed new files or major changes.

Updating AUTHORS and then diffing it seems like a good way to get the
raw data from which to update the manual sections.

I updated it about a year ago, and I don't think much has changed
since then.

Which month was it?  We can look at papers signed since then
and see if anyone ought to be added to the list.  Or we could
update AUTHORS for the sources as of that date, and update it 
for the current sources, and diff them, to see what facts have
changed.

I have compared AUTHORS from today with AUTHORS 18 months ago
and added new major contributors (and some older ones missing
from the list).

Also, shouldn't "Garc@'{i}a" be "Garc@'{@dotless{i}}a" ("Garc\'{\i}a"
in TeX) (or there should be a separate macro for this, or @' should be

What does "Garc@'{i}a" produce for you, and why do you think it's not
TRT?

It's bad typesetting; a dotless i (and j) should be used with accents.
That's why @dotless exists.

It is actually an inheritance from plain TeX, where \' is just a
simple accent construct.  In plain TeX, one types \'\i which is
reasonably easy to type.  @'{@dotless{i}}, however, is not really
pretty.

Texinfo is not smart about encodings like LaTeX is.  It is a package
on the level of plain TeX.

way to write it already, let's do that and get on with the pretest.

What I meant was: let's fix texinfo after the release.

I've fixed emacs.texi to use @dotless{i} for now.

No.  Accents should always be used with dotless i/j.

    If not, I'd say texinfo.tex should be modified to fix that.

I don't disagree, but it's nothing I'm going to work on soon.  (There
are a lot of other accents that need the same treatment.)  If someone
else cares enough to do so, good with me.

I've added it to the Texinfo TODO list.
