When I do "nmake bootstrap" to build the latest CVS Emacs on Windows
XP with MS Visual Studio 6.0 installed, I get an unresolved reference
to "strcasecmp" when linking temacs.exe. I had to apply the following
patch to get a clean build:

I'm not sure if the above patch is the best way to solve this problem,
but it works for me.

Thanks. I guess no one noticed this before because most of us use
MinGW, which does have strcasecmp in its library.
I fixed this in CVS slightly differently: by using stricmp in the
source.
