Subject: Find file or URL: ~bob [No match]

One needs to add a slash for this find-file prompt,
Find file or URL: ~bob [No match]
to stop the misleading "No match" message upon TAB.
E.g., I swear my machine has a user "bob", but emacs (22.0.50), unlike
bash, etc. needs a slash before cooperating.
