We already call moncontrol in emacs.c on two operating systems.
Stefan's patch doesn't change the situation wrt this, it just makes a
better use of this facility.
It is ok with me, as long as the #ifdefs test the same conditions
as are tested in emacs.c.
(Except that it shouldn't use __linux as a condition. It should use
GNU_LINUX.)
