The mouse-over message for the right part of the modeline for a frame
with a single window says:
mouse-1: select (drag to resize), mouse-2: delete others, mouse-3:
delete this
This is not possible of course.
That says what the commands do. In this situation, they will fail,
but I think that is ok. I don't think we need to make the tooltips
dynamic.
