It is actually a new buffer that is setup so that it will be associated with a file. I think that'd be the ideal. I think many people can't associate much with the concept of "visiting". I explained why I don't like "New File Buffer". Instead of "Visit", maybe some other verb is clearer, such as "Start", "Prepare", "Edit".
