    There are other Gnus files in Emacs outside the gnus directory:
    gnus.texi, gnus-faq.texi, message.texi + some other texi files in the
    emacs/man directory.

Yes.  These are in a different directory but they are clearly part of
Gnus.

However, if we move some subroutines into different files and turn
them into general facilities for Emacs, they are not part of Gnus any
more.
