We propose to start this once 21.4 (the current CVS trunk) is
released. We don't intend to do anything about 21.3 because
21.4 is approching and it would be counterproductive.
I had misunderstood that point. Since this is only for
after 21.4, we don't need to make any real decisions now.
If you want to take charge of making bug fix releases
off 21.4, it sounds like a good thing.
