Actually, I've already changed it to work the way you describe, it's just the
C-comment that's out of date (look at the docstring for a more up-to-date
description).

The code currently uses the same function that face-inheritance uses (a
face's :inherit attribute may be a list). Unfortunately, the manner in which
that works is the _opposite_ of how a list of faces in a face property works.
* In a face property, a list of faces is interpreted so that earlier faces in
the list _override_ later faces in the list.
* In an face-inheritance list, _later_ faces override earlier faces.
E.g., for a face property, the following face list:
(variable-pitch fixed pitch)
will result in the display being `variable-pitch', but if the _same_ list
occurs in a face-inheritance property, the display will use `fixed-pitch'!
I'm not sure what to do about this; both behaviors kind of make sense. The
:inherit behavior is somewhat closer to the implementation -- it just says
`merge these faces one by one' -- whereas perhaps the face-property behavior
of preferring earlier faces could seem more natural when viewed abstractly,
but is actually a bit more of a pain to implement (it uses recursion to apply
the face list in reverse order).
Use the same code as the face-property for `face-remapping-alist' would have
the advantage that you could use other `magic' face-property values for free,
e.g. directly embedded attributes like (:foreground "green"), but if that
were the case maybe the name `face-remapping-alist' would be slightly wrong?
Along the same lines, perhaps one or the other of the two existing types of
face-lists should be changed to be consistant with the other -- but which
one?
Any thoughts?

Agreed, because it is the least disruptive change (multiple inheritance is
very rarely used, if ever).
I still think that face-remapping should rely on face-inheritance rather
than allow mapping a face to several (merged) faces.

I still think that face-remapping should rely on face-inheritance rather
than allow mapping a face to several (merged) faces.
I am not quite sure what change you are proposing.
If you are saying that the feature of remapping X to (Y Z)
should be removed, and instead the user should have to
define W as (Y Z) then remap X to W, I think that is
a loss of convenience with nearly zero gain in simplicity.

Well, maybe it doesn't make the code simpler, I don't know.
But it does simplify the explanation of what (face-attribute X :foo)
returns (since we've already dealt with the issue of whether it returns the
info corresponding to Y or to Y+Z or to Y+Z+default).
Also the added convenience of not having to define W might not be
that great. After all, I expect 99% of the remapping to just be from
X to Y. Also the intermediate W might/should be added anyway just to make
easier for the user to customize the resulting face.
Maybe it doesn't make the current implementation simple, but it at least
makes the concept simpler. OTOH, that's assuming that "99% of the remapping
[will] just be from X to Y". This 99% assumption assumes that mapping X
to (X Y) doesn't work, tho.
OTOH, I must say that the most important use of this remapping facility
would be to tweak faces in various modes, so mapping X to (X Y) would be
the most useful application, if not the only one. So maybe we should
have face-addition-alist rather face-remapping-alist so we could just put
(region . bold) in order to add bold to the region face.

No, it seems wrong to me as well. Doesn't face-attribute exist to allow
the programmer to find out how a face will actually look? If
(face-attribute X :weight) returns 'bold even though X isn't displayed
as bold, what's the point?

No.
It exists to let you find out the attributes of a face, the inverse of
`set-face-attribute' -- it's a fairly low-level operation. Note that by
default, it will return `unspecified' for attributes that aren't
_directly_ specified in a face, and this is intentional.
The appearance of text, on the other hand, is not typically due to one
face, but rather the merging of several faces.
The `face-attribute' function _does_ have an optional argument to do
face-merging on the result, so perhaps an additional argument might be
added to do remapping too, analoguous to the current INHERIT argument.
E.g.:
(face-attribute FACE ATTRIBUTE &optional FRAME INHERIT REMAP)
...
If REMAP is nil, the default frame-global face definitions will be used.
If REMAP is t, faces will be remapped according to the current
definition of `face-remapping-alist'.
If REMAP is an alist, faces will be remapped as if
`face-remapping-alist' had that value.

The one instance I find (via apropos) is:
command-remapping
Function: Return the remapping for command COMMAND in current keymaps.
[`remap' yields the same result.]
The reasons I like override better are:
(1) Its meaning is pretty obvious, and more visceral. For instance I think
if someone didn't know about this feature, and was trying to find out
why their faces looked weird, they'd be more likely to chance upon or
recognize `override' as being the likely culprit than `remapping'.
(2) Remapping does seem more to imply a one-to-one replacement of one face
name with another; if indeed the feature allows merging faces, or even
un-named face attributes to be used, then I think override fits better.

IMO, override also seems better than remapping in this case.
We also have e.g. overriding-local-map for buffer local bindings.
Maybe overriding-face-attribute-alist or some such...

IMO, it would be very nice to have this added to 21.4 (despite the
feature freeze) -- but in that case, it should be done ASAP.
Likewise with the curry stuff, although it seems a less important
feature from a user's point of view.

AFAICS, the currying stuff has little potential for destabilizing
normal operation and is pretty much limited in extent. However, there
is also little reason for putting it in if I see it correctly: there
are no user-level features to be gained from it without adding
packages on top of it. Those first-layer packages that would likely
benefit from the currying would hardly be external to Emacs, but
released as part of Emacs. We don't have such packages right now, and
the context in which they would get developed would be CVS Emacs,
anyway.
So unless I am misestimating I see no point in putting this in right
now, in particular if we are supposed to be focusing about getting
something to release-ready state.
Similar things apply to the face merging stuff, even though the
chances for non-core Emacs packages picking this functionality up are
somewhat larger.

I think the face remapping is a good feature and will be very
useful to users, so I think it should be installed now,
assuming the manual is properly updated at the same time.
