* confirm-kill-emacs's Custom group

I think `confirm-kill-emacs' shouldn't be in the `emacs' group.  It's
out of place on its own at the top of the tree which holds all the
top-level groupings.  Maybe `editing-basics' is the best group for it,
or maybe there's a better one.

Give the `initialization' group defined in startup.el, perhaps there should

be a `termination' group.

That sounds like a good idea.  Can you find anything else that would fit
naturally into the `termination' group?
