    It seems to me that when making "make" in CVS Emacs against "make
    bootstrap" not all newer elisp files get bytecompiled again.

It is set up deliberately to work that way.

Perhaps nowadays it would be a good idea to change the `all' target
in ./Makefile.in to recompile the changed Lisp files.  What do people
think?
