Most unix programs are already exhibiting this behaviour. I can not think of any Unix program that exhibites this behaviour. I can think of several GNU programs that do. And ever more programs that use autoconf/automake. Most Linux distros have a package management tool that does what you want. Only the minimalistic ones (e.g. the single-floppy flavours) do not. No version of Linux has a package manager. It is a kernel, it cannot have a package manager. What you mean is a variant of GNU using Linux as its kernel. See http://www.gnu.org/gnu/linux-and-gnu.html
