Disabliing menubar and toolbar in .emacs causes frame to shrink f orcing manual recovery

Emacs 21.2 under X on Solaris

Executing (menu-bar-mode -1) and (tool-bar-mode -1) in .emacs causes the
frame to shrink by 3 lines.  Restoring all frames to the original height
does not work, unless executed after .emacs completes.

Consider the following:

I note that the height is correct at this point (using princ), but once
.emacs finishes it becomes 3 lines smaller.

This is a known problem, but nobody knows how to fix it.
It would probably require an X expert to redesign that
part of Emacs.
