    Tooltips are poping up and hiding other info.  As somebody else
    explained, for menu entries tooltips are not that important, because
    menu texts are better to understand than tool bar icons.

Sometimes they are important, for beginners.  Any time a menu item has
tooltip text, it was added explicitly so the menu item would have it.
I can recall a case in the menu bar where the discussion of what menu
item text to use was based on the idea of having a tooltip to go with
it.

I think the right way to address this problem is with an option to
turn off the menu tooltips.  Non-beginners might want to set that
option.
