There's no single .el file in the HEAD with no-byte-compile in the first line, while there are about 10 (some of them automatically generated) with no-byte-compile in a Local Variables section. Perhaps in some of these files there was a good reason -- such as, some of them may be a few other local variables. Or perhaps in some of these files it would be better to put this in the first line.
