Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Bury-buffer doesn't bury the buffer in the selected frame. It seems to
use the first frame always, though I haven't tested it enough to
know. The following lisp code demonstrates the problem. XEmacs gives
the correct orderings, Emacs does not.
