I believe you will see that it's a Latin-9 character, not a Latin-2 character. Latin-9 replaces the diaeresis character (whose Latin-1 code is 168 decimal) with a ``s with caron'', which is what you see, I believe. > Cannot enter normal double quotation marks on X using emacs.
