Looks like it's a permissions error rather than one concerning just the lock file.
In case any of you low-time committers run into the same problem, use the bzr+ssh protocol:
bzr push bzr+ssh://USERNAME@bzr.savannah.gnu.org/emacs/emacs-23
That worked.
