Does not say what the behavior of BUFFER=nil is/means/does, and that's
the default situation! The entire string is written as if BUFFER is a
buffer.
In GNU Emacs 24.3.50.1 (i386-mingw-nt5.1.2600)
of 2013-04-02 on ODIEONE

Meaningless - that's no help by itself, and nothing else in the doc string comes
to its aid.
Ignore it and do what? Return which buffer? A buffer other than which in this
case?

I think it's pretty clear. If BUFFER is a buffer, then it's not a
candidate. If not, ... not. Closing.
