You can fix it by installing the Info file for GNU make.
That's an external reference, so of course it may fail, depending on
whether or not you have installed the corresponding page.

What do you think Emacs should do in this case?

Dunno. What does it usually do in such cases? Shouldn't the link show the
(external) file name, if it is a different file/manual: `(make)Make' or some
such?

Feel free to close the bug if I'm mistaken that this is a bug.

(ccing the bug list - dunno whether you forgot to do that or meant to just reply
to me)
