* Calendar,Mail can't work in Windows ver 21.3.1

I am using emacs 21.3.1 in Windows 2000:
Calendar can't work, error message is "Invalid read syntax:". in worng context"
Mail command also doesn't work, error message "Invalid data in documentation file -- ^A followed by code 064"

I missed some configuration, or a bug exist in emacs?
