The typical structure as following:
- [-] root
- [ ] b
- [X] c
- [ ] d
What i want is: if I toggle the root, all checkboxes, including root and
children, toggled, no matter the children's status are.
Is there native function/command do things like this?

Not from "- [-] root" but from "- [ ] b".
C-u C-u C-u C-c C-c will toggle all checkboxes.
C-u C-c C-c C-u C-c C-c will untoggle all checkboxes.

It does not work in my orgmode 8.0.7 in emacs 24.3, prompting an error:
unchecked subitems.
but thank you all the same.
PS: Google tasks does exactly what I described.
